If you are using the supplemental power supply, try disconnecting it.

If you're not using it, try connecting it

I know it sounds silly but my 2049 won't program GALs with the external PSU a lot of the time.

Good question; I never looked into the "why" so much, as to why the additional PSU causes issue (And seemingly, ONLY with GAL chips which is odd).

I just started using a nice short shielded USB cable, and have never needed the extra PSU since, even for large roms like m27c160 or m27c322. Have not had any issues since.

I do suspect something like a ground loop or similar interference; I refuse to use most powered USB hubs because I can always see some level of interference in my DAW from them. Even if it's the difference of a flicker here and there between -50 and -45 on the audio input, it's there.
