Hydro Thunder project cab

I was "fortunate" enough to pick up a Hydro Thunder cab for cheap. It doesn't boot as advertised. But the monitor seems okay. Neck glow seems OK.
I have lights on the midway specific boards and the fans and hard drive turn. However the PC mobo itself seems to have no life.
No lights go on and the CPU fan doesn't spin. I swapped the battery to another 2032 but also no change. I think the PSU might not be original (Already has sata connectors).
IS there somthing I can test other then replacing PSU and reseating all the cards?
Does the jumpers need to be configured in a certain way?

So I cleaned the contacts for the ram and the GFX card and the game booted! I was able to play it for more then half and hour. But then the game froze. And no I cant get past the loading screen. I assume it freezes up somewhere.
The quest continues. IS the fan for the celeron ,not supposed to spin?
