Are all Naomi games compatible with every Naomi i/o board? About to build up a new Naomi setup and trying to choose an i/o board, but want to make sure I choose the right one.

No, but if by "all NAOMI games" you mean "all NAOMI games that use an 8-way joystick and buttons' then the typical options of the Capcom I/O, Sega JAMMA JVS I/O or Sega JVS I/O Type 1 should pretty much cover you.

the Sega JVS I/O Type 1 (837-13551-92) is going to be your most widely compatible option as that's what Sega used in most NAOMI games. I've heard there are some games that aren't fully compatible with the Capcom I/O or the Sega JAMMA JVS I/O but I don't know for sure as I don't use either of those.
 
Great, I have the Type 1 (837-13551-92) and a Sega Jamma jvs, just trying to decide what one to use for the build up.

AFAIK my spreadsheet is the closest to that... under type the games listed as "normal" are all 8-way sticks and buttons with a horizontal monitor. the vertical games are split out into their own category and I think off the top of my head they all use 8-way sticks and buttons too.

the list only includes games that have been dumped and are net-bootable, but I think Guilty Gear X is the only "normal" NAOMI game that isn't net-bootable at this point (not including super-rare prototype games that no one has ever seen)
