I am in need of an IC tester and am wondering what is the best one to get that will not break the bank

that's not an i.c. tester.
@BladeZX - what chips does it need to test?
and what's your price limit?
you can get standalones for about 50,
they check ttl and opamps.
but you can get a TL866²+ for less that programs stuff and tests sram too.
