Yep and it doesn't help that I am still considered a noob when it comes to troubleshooting jamma wiring in a cab.

Try testing the Capcom IO in the SETUP menu on NAOMI instead. Use the two small buttons in the top left corner on the filter board.

we were all noobs once, until we asked questions, learned, and found answers. u r on the right track.

Also for future reference...
ALWAYS check voltages BEFORE anything else.
Check them without a PCB connected, then test them again with the PCB connected.

SOLVED!

A 5amp fuse that was for the ac line was blown. Replaced it and got stable power to jamma and everything worked! I don’t even need to power the naomi with atx psu.
