It's safe as long as you don't provide more the 5.1v to the naomi. They have very sensitive buffer chips

i have the capcom I/O running power to the naomi, running of a a MAS supergun

You should still adjust the voltage, I don't think the capcom i/o regulate the 5v but just pass it through
