Killer Instinct PCB Missing IC - Need Help

I bought a non-working Killer Instinct pcb with a missing IC. Does anyone know what's the missing U7 IC that I marked on attached picture? The IC looked like NTE859 (on Killer Instinct 1 pcb) or TL084CN (on Killer Instinct 2 pcb) at www.thekillerinstinctproject.com links below. Am I correct?

Also do you have a spare of heatsink/fan you used for your Killer Instinct 1 pcb that you want to sell?
