Hey, just registered because I love Power Stone, and I wanted to find more information about this. I translated the screenshots you posted (through google and online translators), and I don't think it has anything to do with unlocking things.

My interpretation:
Communication battle - I have no clue, unless it's to create VMU data like in the US release.

Upload File - Upload High score
Because the second set seem to be saying:
You can't upload your score if you do any of the following:
Score less than 50000 points
Continue the game
Change the settings
I'm not sure where you upload the data too, it's possible it could use the Dreamcast's internet function and distributes it that way. Or it could upload it to the arcade machine.
While I was researching, I found an article stating that you could create custom VMU items like the mini-book in the US and that could be plugged into the arcade cabinet to get the same affect in the game (Custom items and decorations.)
It's quite possible there is no VMU unlocking function, and it was done entirely through codes. But the custom item thing is pretty neat if true.
EDIT: I forgot the very first image, that's just a warning telling you that entering the menu will lose any data you haven't saved. Basically telling you to save your game before using this feature.
