I always replace all electrolytic capacitors and go over solder joints whenever a chassis passes through my hands. It's absolutely a shotgun approach and lacks finesse, but ultimately it fixes at least half of these darn things.
Solution: Internet tells me usuals suspects are R167, R177 and possibly the vertical IC. I checked both resistors in circuit, they were fine. I replaced the vertical IC to no benefit. This is when someone smarter than me suggests to check the voltage coming in.
There should be 25V. There wasn't. Went upstream towards the power supply and found this guy, L105:
On earlier revisions there isn't a resistor here at all. It doesn't actually show on the schematic. It was an open resistor. Power comes in, nothing comes out. Pulled that out and replaced with a wire link.
Problem: image will not sync. I couldn't get the image to lock when adjusting horizontal and vertical hold. It was to the side and it would constantly roll either up or down.
Solution: IC104 (TDA2593) was buggered. It's DIP-16, so I suggest putting a socket in there if you're taking it out.
