MS-2930 neck glow no HV

A friends blast city monitor went completely dead, I went there and put my spare 2930 to make sure his tube worked and it did. I took his chassis home and recapped and reflowed a bunch of cracked joints. Finally got a chance to go to my local arcade and take apart a new versus in order to test the chassis. This time it was not fully dead I got neck glow but no image and not HV at at all. Anyone dealt with something like this before? I am thinking of shipping it out to one of the repair spots over in the west coast.
