I left this cab running for a while and came back to this horizonal collapse image. Now the image collapses 30-90 seconds after power on. It seems to take longer to collapse the more time I wait between power ons. i.e. if it takes 90 seconds to collapse after not being powered on for ~1 day, and I immediately power it on again it may take only 30 seconds to collapse. Another power on after that and the image may immediately collapse.

Any ideas as to what may be the issue here? Caps? An IC? Something else? Any assistance would be appreciated.

Without looking at the chassis it's a guessing game. Last time inconsistent (vertical) collapse happened to me was because of a cracked solder joint. Changes in temp would make it sometimes work until the crack got worse over time which was solved by reflowing once I saw the bad joint.

Make sure the harness for the remote adjustment board is securely attached to both the chassis and the remote board.

Interesting turn of events here. I unplugged everything and was ready to start inspecting the chassis for cap issues or cracked solder joints when I saw @meybarra 's message about the remote board. I plugged everything back in and sure enough, the monitor works fine... but the joystick and buttons were unresponsive. So I adjusted the jamma harness a bit and tried again, and now everything is back to normal.

So it appears the issue may be some loose wiring somewhere along the jamma wiring/harness. At least I hope that's the only problem. Thanks for the help.
