if i don't have a game cart in, i just get a black screen. if i plug one in, it boots up. is that not normal?

I have never seen that. Most of the time its the other way around. With the game running go into test and do a ram test

There's 2 saying on that cap:

1- remove it, it's not needed and will leak and destroy stuff anyway.
2- replace it and the board will work ...

it's confusing as hell.

Yeah, I mean if the original designers figured they needed it, I'd replace it. But I did run mine without to see if I could get the diagnostic / test menu to come up. And it did, and once I confirmed the board was good I re-cap'd it.
