Thank you to everyone for your help. I did end up changing the Power Supply to one that many people confirmed using but my specific problem seemed to come from my Bios. I installed the original and noticed the multi bios had a pin that was almost broken. When I had previously tested the original Bios, I believe a pin was bent and not flush in as I caught it this time. Once installed properly the system booted every time.
Purchased a new multi bios and installed and I seem to be good to go. Also installed a quiter fan from a diff thread I saw on here to replace the one really noisy little fan and holy cow what a difference! Thanks again everyone.
