I have a 640x480 lcd tv that looks gorgeous with 480p content, the problem is that it does not sync with Naomi2 vga output. When I connect with any other monitor that allows higher resolution, it works without problems with the same VGA cable.

I have read Naomi outputs a 640x480 (4:3) frame in a 720x480 resolution.. maybe the reason why it does not sync well with my tv.
Is there any easy (or cheap) way to convert signal to strict 640x480?

Are you sure your NAOMI isn't in 15KHz mode (480i)?

there is a dip switch that allows the unit to essentially switch between 480P and 480i

This is expected behavior from the Dreamcast (and apparently Naomi). They both output DTV signals (720x480) out of the VGA port but leave the extra width blank. This is fine for analog sources (most non HD CRTs), but can cause some difficulty with digital displays (most flat panels) because they will display the blank area and cause pillarboxing.

I'm not 100% sure how to solve this since I haven't tried to tackle this problem myself, but my guess is that you will need a scaler/line doubler to manipulate the image before sending it to your LCD.

This is what I experienced as well, I had this issue with my Naomi on my Blast City. The pillarboxing caused me to run out of adjustment room, I had to expand it in the service menu :O
