Naomi Error 04 bypass

I am making an Ikaruga cartridge, and when I make it with a cartridge that does not have the x76f100 chip at the ic37 location, it stops with error 04 displayed on the screen.
Is it possible to bypass the x76f100 check by modifying the binary of Ikaruga's ic22?
