Can any piece of software on your PC be blocking network activity from transfergame.exe program ? (Windows internal, ou external firewall, or stuff like that)

TransferGame <HOST ADDRESS> <FILENAME>
so if you're in C:\temp, copy your the transfergame.exe and your game/netdimm bin file and run
transfergame 192.168.1.2 netdimm_411.bin

Stop the antivirus app on PC and stop the Windows firewall.
I was able to update by connecting the PC and NAOMI directly via LAN!
However, after updating to 4.01, this screen always appears when I start up, and I cannot update for 4.02.
What should I do?

I found a video of updating from 4.01 to 4.02.
