last byte in 'kaijyo?!' command reply is part of 'development boot' detection
if this byte is non zero and DES key is all zeroes -> this is 'Development security PIC' (you call it Zero-PIC), so DIMM booting process will be in special development mode.
btw first 4 bytes in kaijyo?! reply (70 1F 71 1F) is special ATA security commands, which will be sent to GD-drive and perform GD-ROM disk 'security ring' checking.
