is this sort of stippling oxidation under the solder mask?
I don't have the board, debating purchase. But I see this on many 1980 Pac-man pcbs.

I seem to find that only on US made boards. What's your experience guys?

Typical of Midway boards, in Atari consoles, Apple, all american
 
Some obscure memory I recall the wave soldering process was declassified in/by the US in or after the 1950s. You can still have it done, including in China. I have a bootleg Prebillian PCB that IIRC shows these classic visual artifacts from the process, and I'm fairly sure it wasn't made state side.
