A TL866 Minipro programmer should do it. I've done PICs with one and it claims to do the 16V8 GALs for these boards.

It does 22V10 for sure, so probably no problems for the other ones as well.

Quick update: I ordered 10 sets with the latest PCB revision in green, because I didn't want to pay for the colour. Once I've tested them and they work for me I'll do a proper order.
