Puyo Puyo Fever's joystick mapping wrong with Capcom I/O

I have a Naomi 2 and a Capcom I/O hooked up, when I load PUYO PUYO FEVER (PuyoPuyoFever_v6.bin), the game works, but the Joystick mappings are rotated one turn clockwise.

If you hook up a Sega I/O, then it works fine, but I'm using the Capcom I/O because it has the sound amp. I found a post from 2013 on NG mentioning this issue, but there weren't any replies to it.

Anyone have any idea what is happening here?​

it is Sega game - was developed by Sega and designed to work on Sega equipment (including JVS I/O board). it looks like no one was cared to test it with some other I/O boards. and also why to do that ? it is a game, a toy for kids, not a rocket science, and quite expectable it may have ton of bugs and glitches.

PS: same (mostly) true for all video/aracde games in general ;)
