Sega System 24 Floppy Issue

I am repairing a Gain Ground cabinet and am having trouble getting the floppy to work.

The game will boot and sit on the loading screen; but the mainboard works and passes all self-tests.
I have several floppy drives and some of them will cause a drive not ready error and the others will sit and do nothing.
I checked the FD1094 on a programmer and it seems to be ok.
The board had a (non-original) floppy with it and I made an additional floppy following this guide,

There is very little information on the internet about the system 24 and am unsure if this is a drive issue, a floppy issue, or rom issue.
At this point should I just buy a gotek?
 
I will buy a Gotek and try it.

Are the decrypted system 24 images available on the internet somewhere?
 
Might be that you're on the right track checking the floppy drives and FD1094. If you’re still stuck, a Gotek might be a solid solution, especially since it’s more reliable and easier to troubleshoot than dealing with old floppies. Worth a shot if you’re hitting a wall!
 
It lives.

I had a helluva time trying to find a mame image that would work and convert it for the gotek.
Using the default ribbon that came with the board will give a ribbon error on the gotek for some reason. I am using the gotek with a ribbon from a pc for now.
Old drive still won't work.

Thanks for the tip on drive modification.

There are two genuine types of FDDs in SYSTEM24.
Let us assume that they are A and B.
The FDD copied on A will not work on B.
Conversely, an FDD copied with B will not work with A.
An error occurs when reading.

The problem seems to be solved, but please keep this in mind as information
