Single repeating beep at boot screen x3 multi - no boot into os

What does a single repeating (every 20 sec or so) beep mean while showing the boot screen? Bios and hdd updated by someone else. All I did was swap in a 1060 gtx which is clearly working to display an image. Bios was already updated.

Any help is appreciated. All connections seem good inside the case.

Everything is seated properly.

Put the old GPU in. Seems that works. Assuming it’s driver issue. Control panel plugged in via usb doesn’t seem to be registering. But I do have my keyboard and mouse working. Going through the read me, atm…
