Since we’re here, I can add that when I did test this board out on a CRT cabinet rather than supergun - everything worked as expected. I’ll conclude the sync is just too out of spec for my TV.

But yes… check video grounds people!
 
one thing i can say about SNK boards,
they output much higher levels than other boards.
they can even overload some arcade monitors like the G07
maybe try dropping the voltage of the sync output with a couple of resistors
 
I am having the same issue and have had it for many years. No decent solution so far other than using a Gonbes 8200, see my thread here: https://www.arcade-projects.com/threads/bootleg-c-d-board-not-syncing-to-pvm.2670/ and like nam9 says: it seems these bootleg boards have sync too much out of spec to work with a PVM, they really require an arcade monitor.
