Taito TC0040IOC chip

Wait is this an EPROM since you want to burn it? I thought it's a typical Taito custom.

Edit: OK now I understand, you want to replicate it with an EPROM, right?
 
Just researched a little bit and on other forums people were always talking about replacing it with a new one from a donor board.

Also, I think using an EPROM will not function, since that chip isn't a ROM to begin with which I just found out. My mistake. I'm not so much qualified in that matter.

Hopefully someone with far better knowledge than me can help you:)
