Taito Type X3 output to VGA

When I use a DVI to VGA adapter to plug my Taito X3 into my Naomi Universal I get this:

When I run the same video into an older VGA monitor I get:

I am not exactly sure what is happening. Do I need to use a scaler or something else to lower the resolution?

“Stock” image outputs higher than 31khz, so you either need a scaler or mod/find the mod files to lower the resolution.
