Taito X2 lights up but won't boot

The red light turns on, but no fans or anything start up.

I've reseated the CPU, ram, confirmed everything is plugged in properly and it has a new bios battery.

Has anyone had a similar experience and had a solution? I'm thinking about doing a reflow on it

What was the issue?

Looks like the previous owner did some work on it and some smd resistors were knocked off unfortunately.
