Are they able to make a 25KHz signal work on a 15KHz monitor as well? or does the source have to be VGA?

It can't make a 24khz game work on a 15khz CRT.

I wonder why these arent being reproduced.

Cuz CRTs (ie screens that can only display 15khz/24khz) are dead.
