Time crisis 4 japan conversion to us

I have a Japanese Time Crisis 4 board, which has the memory card and everything.
it is tested and working.
I was wondering if there was a way to convert it to the English version ?

What are the files for? Sorry not sure I understand everything.

All I know is that language control is controlled by the dongle version; hopefully you can find the answers to other questions in related threads.
