Toshiba PB9929 chassis problem - horizontal shadows

The issue is horizontal shadows follows high contrast content on background, usually light objects on dark background.

Adjustment of brightness and contrast does not eliminate the shadows, only makes them less obvious.

Anyone know what could cause this and how to fix it? Thanks.

Pretty sure I had that smearing due to old caps and went away with replacing all the capacitors on the chassis.

Arcade parts and repair got a complete cap kit for sale. Includes bi-polar 1 uf 400v caps for the neckboard that is hard to source elsewhere.
