In search of a MK3 board, someone reached out to me but described these issues with the board--Bad graphics and no sound. On boot, U10, 11 and 13 fail before "ram chips bad" error shows up. The board is playable though. I don't know if it is worth investing in. So any advice, where to procure roms? Or would burning new roms work? Let me know.

Hi, you could purchase a cheap rom dumper like a tl866 and verify the bad eproms to the set in mame.

If bad, get a uv lamp to wipe the roms and reprogram them.

For the ram, add flux to the pins and tap with an iron. Otherwise replace the rams.
 
the row that's checking bad is the SOJ RAM near the top left of the board (bottom left in the OP's picture) I don't like those jumper wires near that area either lol.
e: Oh I see there's more on the bottom too, I'd stay away from this board unless it's ungodly cheap and you want to fix a lot of destroyed traces.

I ended up buying the board but man I could not fix it until I saw MudGuts' link. Either way I had purchase another UMK3 board in much better condition in August. I just had the broken board for parts now. Also, I tried to reburn the rom chips and they all failed so those chips are useless too
