WEI-YA Powersupply under load problems

So i've got one of those Vewlix WEI-YA power supplies model p271 and when The 12v rail is under load it flakes out and isn't stable. Other then replacing the whole thing would recapping the 12v side help?

5v and 3.3 are stable so I can at least say its something with the 12v side.

This power supply is not like a PC where you have one oscillator/driver and one transformer with multiple outputs.
The P271 is three different stages, one per voltage. Recapping might help, but I would rather go and search for loose joints and f***-ups in the 12V section first.

Thanks for the feedback Asayuki i'll probably clean up the board and look for bad joints and recap as well since it's out and about.
