What is this ST-V cart?

Saw this on YAJ and I'm just very curious what this is. It looks taller than a typical ST-V cart, and has no shell. It has to be decently special if people are spending 40k yen on it. I couldn't find anything via a quick Google search.

Any ideas?

Looks like a DEV cart! Price also reflects that. (200 for an unknown? with 3 days remaining!)
EDIT: For sure, the seller has other dev carts for other systems...
