what would be a suitable cps1.5 fan replacement

You should upload a photo. Measure dimensions of fan too.

Usually these are 12V fans. Going quieter typically means getting a fan that spins at lowers speeds and moves less air.
 
It's a 40x40x10mm 12VDC fan

Personally I really like Sunon Maglev fans. They're quiet, reliable and cheap.

An equivalent size 12V Noctua fan (A4x10) will be quieter (17.9 dBA) but move less air (8.2 m3/h).

Noctua fans are also pricey.
 
I opted for Gelid as they were a cheapish plug 'n' play solution

I always look for a Sunon or San Ace replacement fan when possible. I typically first try to match amperage requirements so that I know I work with the existing circuitry... then I try to go for max airflow in that subset. dB is important, but it's my fourth priority.

1. Good brand (longevity and reliability)
2. Correct electrical characteristics
3. Maximum airflow
4. Audible noise
 
I always look for a Sunon or San Ace replacement fan when possible.
San Ace fans have really long lifespan. I love them and will try and use these when replacing old fans, however, they’re typically not any quieter. I only use arcade boards in a cabinet so noise is less of a factor for me.
