Help identifying Sega control panel.

I acquired a NAOMI Universal cabinet in North America that had this control panel installed. Says Sega on top and has North American button diameters (Happ). Joysticks mount north American style too. See pictures below.

Is this unusual at all? Did Sega sell these for North American Universals?

Hmmm...Looks to me like someone besides Sega fabricated that panel.

Ok thanks. I thought it might possibly be a prototype for the North American market. The cabinet had a Virtua Athletics proto cart and I wondered if it was maybe related to that.
