What does the Sega 837-15266 board on a New Net City do?

I've checked out the wiring diagram but I can't see it anywhere on there. It's not connected in my system and apparently isn't required, but what is it doing? I've seen some other people with Net Cities or New Net Cities with this board wired up, but what exactly is it doing?
