On the jammafier, you can see the JVS update frequency - lag will then be 1000/frequency=milliseconds. For context, 1 frame takes about 16.7ms, you will have (way) less than this. I/O board also comes into play a bit, but the jammafier will not be the limiting factor.

I would say highly likely, as the expander only uses standard connecors/interfaces and not GPIO pins. You may have to get a USB cable to connect it, as I don't htink any of the clones use a usb micro OTG port, but a standard USB A instead / pin headers.
