I got 2 jvs IO hooked up in sequence but I only get controls for 1/2 player off the 2nd IO. Is this something that these boards support?

I got a Raiden 2 USA board that looks like it has some graphical issues. I did see any issues with pins on the board but I didn't break out a microscope to see. Maybe one of the graphics chips needs to be replaced?
