Blast City Fold Over?

Friend overseas sent me this video:

Unsure if MS-2930 or 31. Looks like fold over from what I can tell, so I am leaning towards vertical deflection circuit, namely the output transistor solder joints and inspection of the capacitors. They have a monitor repair guy (Japan) but he is apparently with much backlog.

Anyone see this before? If you have any pointers I can pass along would be greatly appreciated.

Following, same thing I have with a Hitachi.

Looks like trace lines. Replace all capacitors around vertical deflection area on the chassis and you should be good.

seconding this caps in the vertical IC block are likely falling out of spec.
When this happens it can cause the image to draw over its self

Check video ground on jamma harness. I had this issue.
