CPS2 A Board JAP menu language?

hi! I want to buy a A Board JAP !! a picture is showing a menu in Japanese from 1 to 9 all in japanese.
Since im a total noob in cps, is this the menu w/o a game? or is the auction showing a japanese game starting?

Also, i understand it right? I can use any US and JAP game on a JAP A board, the language is determined by the B board (game) right?

B board Japan fits USA games, pretty sure that’s an in game menu but I have never plugged in just the A board but presume you would get nothing.

That is the Japanese in game menu on the B board that is on an A board already.

Yes, all Japan, US & Europe boards are interchangeable. The text language is determeined by the B board.
