household tape and stripped wire. Eprom sticker = adhesive tape + permanent marker black

Dude, if you had a bit of patience and told me, i'd have burned those 27c322/27C4096's for you at cost. We've done a lot of business, and if you asked before, that guy you sent this to is one of the biggest cash grabbers out there, a fan of hot glue, and everybody knows him.

Are you sure that isn't just enamel wire? I can't imagine it's literally stripped wire, surely it would be shorting to a number of different things if it were, judging from the photos.
Permanent marker over clear tape to cover ROM windows is odd for sure. I don't really see a huge problem with using it to tape down that enamel wire. All looks easily fixable though.
