Help Golden Axe Bootleg pcb repair

Hello, I'm repairing this golden axe bootleg. Initially characters sprites were missing so after reflashilng almost all roms(no stickers) I replaced the broken74hc138, the ls298 which was broken and the resistor missing and now the characters are missing but removing the ls189 they reappear perfect but I lose the background and viceversa. Checking this IC on my simple IC tester it's recognized as 386, also another one coming from another board s, even if I ordered a couple, I doubt both are broken.So my question giving that the problem 8s around the ls189, should I follow the inputs or output lines?
