How to convert the Naomi 171-7978b cartridge?

There is an ACTEL FPGA above, but I was unable to convert it to other games. Do any experts know how to modify it?

short answer: you'll better forget about it.

this ROM board type quite different compared to others and it will require a lot of work to convert other game. unless target game was created using SDK with this cart support, does autodetect cart type and change the way it access cart according to it.
it's also probably will be not too hard to convert it to other game which used same 171-7978 type cart.
 
So, can the decrypted game using the same 171-7978b be converted to my 7978b?
I burned the ROM of MVC2 from 7978b to my 7978b, and ic11 used the ic22 EOROM you decrypted from 7919, but the game cannot start and can only enter test mode. It may be related to ACTEL's encryption chip.

I have a Giant Gram 2000,This cassette is the 7978b model.
When I usually use 171-7919 to convert MVC2, all I need is a ROM 1 and an unlocked ic22 to run it.
But it won't start on the Giant Gram 2000 card. I compared the official ROMs of versions 7919a and 7978b, and apart from the different numbers, everything else should be the same.
