That would cause all the issues you were seeing... crashing, block filled screen, stuck on green, calendar error, etc... :)

"Calendar Error" and the "stuck on green" screen both mean the same thing - the system can't read the clock/calendar chip. I had one on the bench this week that had it because of a battery leak damaged trace. Battery damage is the leading cause of that error.

then does this mean that the motherboard cannot be repaired? can i throw it in the trash?

Don't throw it in trash, it can be repaired or used for parts. Keep it as a spare!

When you have a green screen or calendar error it's normally easy to fix.

Changing the 24 MHz crystal was because you had a very, very, VERY rare problem that I had seen only one time. It caused the stretched letters on screen.

i want to fix all 2 motherboards. i don't know what is causing the error
 
What model Neo Geo is the one still stuck on green / has the calendar error?
I have 2 motherboards. one of which we did yesterday with the calendar error, the game started and only green stripes can be seen on the picture.
This is the fault of what you see in the pictures.

You're going to have to work your way backwards from the green output on the JAMMA edge connector.. This is where an oscilloscope will come in handy. Color RAM, latches, and driver chips in the video output are all suspect.

But, also check using a different monitor. Maybe that monitor doesn't like the video output...

something is definitely not good with scart wiring then

You are missing a ground connection somewhere. Check that all pins that should be grounded really are, especially the blanking pin.
