Prop Cycle

Can anyone one give me so advice on a Namco Prop cycle. The machine has a issue with the pedal sensor, I've check the power going to the pedal PCB board @5v+

But now i am at a bit of a loses.

I just looked in the manual and it seems that the encoder it uses is a decal(sticker), I’d take a look to see if it’s dirty or has peeled off.
Have you looked through the manual and performed the steps to test the pedal sensor?
If any parts have been changed it notes you should perform the initialization procedure.
