Sega system 16b, is it consolizatable ?

Are you looking for a kit you can buy and put together, then no. If you're just asking if there's a way to consolize it, then yes.
Here's a good place to start, http://www.jamma-nation-x.com/jammax/cmvs.html That's consolizing an mvs but the process is similar. The s16 has a different pinout, it's not jamma, so you could get an adapter if using JAMMA is easier, or just wire it the way it wants naturally.
But basically you're just adding power, choosing your preferred controls/controller-ports (db15 analog, usb/undamned etc), and outputting sound and (scaled) video appropriate for whatever your a/v device is (consumer crt, upscaling to hdmi, etc.), and designing a shell/case for it.
