SMASH TV not booting - any thoughts

Helping a friend revive this Smash TV

I have it hooked up in my NEO-GEO cab (with a JNX adapter). PSU is a confirmed working Meanwell MWP-606, so no issue there.

I've turned up the PSU so the PCB is reading 5.05v at the Jamma edge (measured on the board)

PCB won't boot and I don't notice any 'bong' sound. Seems to be resetting.

Have pulled the rom chips and re-seated, no change.

Any suggestions on next steps?

Old thread but your eproms are seated incorrectly to begin with, youre also missing the entire sound board and volume pot.

The repair on the underside is factory, classic bally/williams afterthought emergency solution, all ther products are like this. :(

In the video provided by @Esoteric_rt , there is soundboard + volume pot . but yes , should start with the eeproms (motherboard + soundboard) to be verified in a eeprom programmer and the sockets too (to not have any corrosion) ...

one thing that kind of consistently kills the roms on these games is missing labels covering the UV erase windows. your U89 rom may have absorbed a little too much ambient light to flip enough bits in that program rom to keep it from booting. the good news is the rug pattern at least suggests it's thinking. so I would check U89, the checksum probably won't match, and you'll thus need to completely erase it and program it again. the LA6 labels would suggest they weren't the newest version Pleasure Dome roms anyway, so I would encourage an alternate strategy of erasing and reprogramming both U89 and U105 with roms from the parent smashtv.zip MAME rom set.
