What’s this white stuff on the caps? Is it ok? Do I need to have them replaced?

it's just some kind of glue to hold the caps in place.
 
It's glue to help give the capacitors extra physical support - it has nothing to do with capacitor age or failure.

If the monitor chassis is working fine then don't worry about replacing those capacitors unless you want to perform preventative maintenance.
