Monitor has trouble keeping h hold and it keeps rolling horizontally, any ideas where to look ?

Anyone ever see this? my exa has been in my L for its life, never moved, always booted up with only 1 cart in it, Aka & Blue . Went to turn on my L today and I see this. won't boot. I reseated the cart and nothing, still seeing this? anyone know what's up?

Finally got around to wiring up the power and jamma for the cute and i power it up and it looks like i have partial vertical collapse at the bottom. This monitor chassis was re capped on Feb 2020, so its pretty recent. Not sure what could be causing the issue. Anyone have any ideas? vertical IC?
