    The solution was found elsewhere. The 28.636MHz crystal on the board needs to be changed out to a 26-ish MHz crystal to produce the proper H&V frequencies that most monitors expect. I changed it to 25MHz, since that's what I had on hand, and it synced perfectly.

    I’d leave the ATX connector on it. If you don’t want to use an ATX PSU, a high quality PicoPSU from Mini-box can be used. I’ve used it on my parsec for several years without issue.
