That's not GX System, that's Lethal Enforcers... probably not worth reviving unless you already have those parts on hand and know the rest of the PCB is good.

The larger one is custom '051550' responsible for handling some inputs. Replacements for that custom do exist since it's been reproduced. The smaller one is a serial eeprom, er5911, responsible for saving game settings. Be sure to hold the test button down after installing a new one to properly initialize the eeprom.
Also 2d Konami custom use for this board is rather egregious because of having to use an 8 bit cpu for customs meant for use with a 16-bit cpu.

working the board is worth < $100 so why spend $50 on a part when it might not work?
I wouldn't trash it, but I would throw it in my junk box for spare parts.
